Thematic Objective 1: Strengthening research, technological development and innovation by:

Investment Priority 1b: Promoting business investment in R&I, developing links and synergies between enterprises, research and development centres and the higher education sector, in particular promoting investment in product and service development, technology transfer, social innovation, eco- innovation, public service applications, demand stimulation, networking, clusters and open innovation (…);

Specific Objective 1.1: Support the development of a regional Innovation system for the Adriatic-Ionian area”.

Result Indicator:

  • Level of capacity of key innovation actors to be effectively involved in transnational actions for the development of a regional Innovation system

Thematic Objective 6: Preserving and protecting the environment and promoting resource efficiency by: 

Investment Priority 6c: Conserving, protecting, promoting and developing natural and cultural heritage;

Specific Objective 2.1: Promote the sustainable valorisation and preservation of natural and cultural assets as growth assets in the Adriatic-Ionian area;

Investment Priority 6d: Protecting and restoring biodiversity and soil and promoting ecosystem services, including through Natura 2000, and green infrastructure;

Specific Objective 2.2: Enhance the capacity in transnationally tackling environmental vulnerability, fragmentation and the safeguarding of ecosystem services in the Adriatic-Ionian area.

Result Indicators:

  • Level of capacity for the stakeholders in the fields of natural and cultural heritage protection and tourism to sustainably valorise natural and cultural heritage as a growth asset
  • Level of capacity of the involved organisations to operate transnational, providing  service and management regarding environmental vulnerability, fragmentation, and the safeguarding of ecosystems’ services

Thematic Objective 7: Promoting sustainable transport and removing bottlenecks in key network infrastructures by:

Investment Priority 7c:  Developing and improving environmental-friendly (including low-noise) and low-carbon transport systems including inland waterways and maritime transport, ports, multimodal links and airport infrastructure, in order to promote sustainable regional and local mobility

Specific Objective 3.1: Enhance capacity for integrated transport and mobility services and multimodality in the Adriatic-Ionian area

Budget: planned budget allocation is EUR 15.024.191 (ERDF + IPA Funds)

Result Indicator:

  • Level of capacity of organisations in the field of transport and mobility to transnationally plan and implement sustainable and multimodal transport and mobility solutions

Investment Priority 11: Enhancing institutional capacity of public authorities and stakeholders and efficient public administration by developing and coordinating macro-regional and sea-basin strategies;

Specific Objective 4.1: Facilitate the coordination and implementation of the EUSAIR by enhancing institutional capacity of public administrations and key stakeholders and by assisting the progress of implementation of joint priorities.   

Budget: planned budget allocation is EUR 8.346.773 (ERDF + IPA Funds)

Result Indicator:

  • The status of management capacities of EUSAIR governance structures to effectively implement the EUSAIR and its Action plan, achieving their objectives and targets

Horizontal Principles


Sustainable Development

Partner States are committed to ensure the sustainable development in the whole Adriatic and Ionian area, including social intra- and inter-generation equity, aspects of cultural heritage as well as economic efficiency.

“Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”

The programme encourages project partners to promote eco-innovations, which aims at sustainable use of natural resources under all priority axes. Indeed, beneficiaries are requested to describe in their project proposals activities they will undertake to reduce the carbon footprint of their project activities. Projects proposals, in which activates have significant negative environmental impact, can be excluded from project selection.

Equal opportunities and non-discrimination

Non-discrimination  covers  not  only  women  and  men but  any  discrimination  based  on  racial  or  ethnic origin,  religion  or  belief,  disability,  age  or  sexual  orientation.  While anti-discrimination legislation is incorporated the EU legal system, the practical implementation of anti-discrimination practices is lagging behind. The programmes emphasises the importance of sharing knowledge, good practices and the principle of equal access to information.
While  there  will  be  no  penalty  for  the  projects  not actively  promoting  non-discrimination  and  equal opportunities,  the project activities are  analysed  on  the  basis  of  the  monitoring findings  and  the identification of the obstacles met.

Equality between men and women

The aim of equality between women and men is one of the fundamental values of the European Union. The programme promotes actions and measure where gender-mainstreaming aspects, such as gender equality or women’s empowerment, are part of project activities.

Cross-cutting themes


In addition to horizontal principles, the programme places special attention to cross-cutting themes in different priority axes, which can significantly contribute to the overall objectives of the programme:

Information and Communication Technologies

The development of ICT products, services and applications represents a significant support for socioeconomic development. As an innovative tool, ICT can be used in a general way to reach the programme results in different priority axes.

Social cohesion and social innovation

The programme is determined to focus on projects that involves partners or taking measures that have positive effects on social cohesion. In fact, involving social enterprises or implementing actions aimed at improving the conditions of vulnerable groups is encouraged, especially when confronted with difficulties of economic and social integration.

Data and knowledge management

Due to general objectives of transnational cooperation, project partners are obliged to make available the data used for the projects or generated by the project to the public in order to ensure as widely as possible the promotion of project results. Projects are suggested to deliver datasets in line with the “open data by default” principle to improve the dissemination and reuse of data between public institutions, partners and public in general.

Territorial and eco-systemic approach

In each target territory, being this urban, rural or urban-rural, projects have to involve relevant sectorial institutions from the project intervention field. Approaches must be ‘integrated’ or ‘eco-systemic’ so that the results are not isolated proposals, which cover limited aspects, for example of tourism, energy or transports, but demonstrate a coordination effort, able to contribute to these domains for sustainable development of territories. With this approach, transnational cooperation projects can contribute to develop strategic planning aspects.
