In accordance with Regulation (EU) No 1299/2013, the following bodies have been designated for the management and control of the Programme:
Managing Authority
The Managing Authority is in charge of the general implementation of the programme on behalf of the Partner States. It performs its tasks for the benefit of the whole programme and, in line with its coordination role, it further ensures that all programme bodies work together. The Managing Authority organises the call for proposals and coordinates the assessment of the received applications and the monitoring of the funded ones. It is responsible for the sound financial management of the programme.
The Managing Authority also carries out the functions of Certifying Authority. In this respect, the MA checks the correctness of the request for payment submitted by the projects in accordance with the amount of expenditure duly certified and requests payment reimbursement to the European Commission.

Joint Secretariat
The Joint Secretariat provides information to applicants about funding opportunities, deals with project applications, and assists beneficiaries in implementing their projects. It ensures the project selection is equitable and transparent, collects and elaborates data for programme monitoring, and coordinates and promotes programme events at a transnational level. It also assists the Managing Authority and the Monitoring Committee in carrying out their tasks.

National Contact Points
National Contact Points play a relevant role in identifying key audiences, spreading information about the programme as well as supporting beneficiaries at the national level.
Each Partner State has set up a national contact point, whose main tasks are to:
- assist the Joint Secretariat in the programme implementation process
- contribute to the information and publicity actions within their respective country
- support their respective national committees or corresponding national procedures in fulfilling their transnational tasks
- serve as a contact point for project applicants, partners and stakeholders at national level by providing assistance for the project generation
Potential applicants and partners are invited to get in touch with their respective contact points who can provide valuable information about the programme in the respective national language.
Monitoring Committee
The Monitoring Committee is the main decision-making body and is responsible for supervising the programme implementation. It reviews annual implementation plans and proposes any recommendations necessary to achieve programme objectives. It is also responsible for adopting methodology, criteria for selection of projects before the launch of each call for proposals, as well as selecting the projects to be funded.
Each Partner State is equally represented, meaning that each Partner State has one vote. The decisions are taken by consensus. At the meetings of the Monitoring Committee, the European Commission and the Managing Authority have an advisory role, while the Audit Authority of the programme is an independent observer.
National Controllers
The National Controllers check that the expenditure declared by the beneficiaries has been paid and that it complies with the programme eligibility criteria. Each Partner States designates its system for verifying the expenditure that can be free of charge or against payment.
Project partners can find detailed information on eligibility requirements in the programme manual, as well as some information about verification of expenditures is included in the FAQ relating to the first call for project proposals. Both documents are available in the ‘Guidelines for Partners’ section.
Audit Authority
The Audit Authority ensures that audits are carried out on programme management and control system and on a sample of funded operations to ensure the proper functioning according to the EU rules.
These tasks have been entrusted to the Emilia Romagna Region, Italy.
