Application form and eMS GUIDANCE updated

The Application Form now allows the insertion of a large number of characters in some boxes. Larger boxes have been highlighted in red. Errata Corrige for the eMS  Technical Guidance is now available. The eMS Technical Guidance has been updated accordingly.
